PROBLEM TO BE SOLVED: To more accurately determine expression of a face in a image robust in an individual difference or an expression scene, etc., and to more accurately determine the expression of the face in the image even if the size of the face changes and the face rotates.

SOLUTION: An image input part 100 inputs the image containing the face. A feature extraction part 101 finds a point for each of a prescribed part group in the face and finds a point for each of a prescribed part group of the face in the image containing the face of a prescribed expression. A normalized feature variation calculation part 103 calculates the variation of each feature amount of prescribed part group based on the difference of each feature amount to normalize the variation of each amount of the features of the prescribed part group according to the face size fluctuation or the rotation fluctuation of the face. A score calculation part 104 calculates a score for each of the prescribed part group based on the variation of each feature amount. An expression determining part 105 determines the expression of the face in the image inputted by the image input part 100 by comparing the distribution of the score calculated for each of the prescribed part group with the distribution of the score of each of the prescribed part group calculated for every expression.
