<P>PROBLEM TO BE SOLVED: To provide a content data selling system or the like for selling content data including map data which reflect the needs of users as much as possible. <P>SOLUTION: A navigation device 20, when receiving a request to obtain the requirements for selling map data, sends information showing the request to a server 30 (S135). The sever 30 sends the requirements for selling the map data (S140). The navigation device 20 causes a display part to display the received selling requirements (S145), and when receiving operation as to purchase needs, sends this information to the server 30 (S150). The server 30 sums up the number of purchase needs for each kind of map data (S160), and once the minimum number of sales (number of purchasers beyond which sales starts) set for each kind of map data is reached, sends this information to a map creation terminal 40.
