PROBLEM TO BE SOLVED: To provide a rotor core steel plate for realizing high speed rotation using an electromagnetic steel plate of low iron loss. SOLUTION: In the rotor core steel plate provided with two magnet holes 2 and 3 in order to insert two magnets per pole, level difference parts 11 and 12 recessed from the periphery are formed, respectively, at an outer bridge part 15 on the outer circumferential side of the magnet holes 2 and 3 and a stripe center bridge part 16 facing the magnet holes 2 and 3. Subsequently, flattening is performed in order to correct protuberance produced when the level difference parts are formed thus setting the overall flatness at 3μm except the level difference parts.
