PROBLEM TO BE SOLVED: To provide a lightweight draining material with good constructibility, which is excellent in high pressure resistance, fastness properties and durability, and which enables water, collected in the draining material, to be surely discharged even under a compressive load or on the occurrence of a rapid increase in redundant water in soil. SOLUTION: A cellular board 10 is composed of three layers, that is, a plastic cap sheet 1 which is provided with many protrusions, a flat plastic back sheet 2 which is stuck on bottom surfaces of the protrusions, and a flat plastic liner sheet 3 which is stuck by linking tops (top parts 14) of the protrusions.
