PROBLEM TO BE SOLVED: To shorten a period of time up to the system start of an image forming apparatus. SOLUTION: A controller of an image forming apparatus includes a CPU 101 and a CPU peripheral ASIC 104. The CPU 101 is provided with a wait controller register group 1011 for storing a wait cycle value for determining access timing to each device of the CPU 101 and a terminal wait controller 1012 for storing the wait cycle value into the controller register group 1011. The CPU peripheral ASIC 104 is provided with a local bus control part 1041 for performing verification between a wait cycle value inherent to the each device connected by a local bus 108 and a wait cycle value generated by the CPU peripheral ASIC 104, a wait request generating part 1042 for controlling the load of a wait cycle value to the CPU 101, and an access register group 1043 for storing the wait cycle value.
