PROBLEM TO BE SOLVED: To improve development efficiency by preventing generation of derived software difficult to divert and maximizing software sharing when developing a plurality of kinds of software practically identical in basic operations and different in detailed operations. SOLUTION: A software component is separated into parts common to and different between a plurality of kinds of software. The common parts are prohibited from being modified, and the different parts are described in a simple programming language severely restricted to such an extent as not to obstruct development. As for a software component only different in handled data form, its data format is separated so that it can be a common component capable of handling an arbitrary data format.
