PROBLEM TO BE SOLVED: To identify an illegal driver who is driving as calling with a cellular telephone in one hand. SOLUTION: A radio reception part 4, a speed measurement part 5, a vehicle specification part 6, an imaging part 7, an image recognition part 8 and others are used to monitor a running vehicle emitting radio waves from a cellular telephone and recognize whether the person who is holding the cellular telephone to call is the driver or a passenger or whether the driver is calling in a hands-free manner, so that an illegal driver can be identified. Detailed information about an illegal driver who is driving as calling with a cellular telephone in one hand is acquired from a regulation center to create illegal driving evidence.
