PROBLEM TO BE SOLVED: To obtain a dry toner powder image fixing method using a fixing roller provided with a releasing layer on its surface and realizing the facilitation and the simplification of the maintenance of a cleaning device for offset by reducing the offset to the fixing roller by an easy and inexpensive method. SOLUTION: A toner powder image is fixed by a pair of rollers, that is, a pressure roller and the fixing roller coated with the releasing layer so as to be electrified to have the same polarity as the electrifying polarity of the toner powder image by friction with the pressure roller. At such a time, it is desirable that an electrifying agent (for example, fluorine modified silicone oil or amine modified silicone oil, titanate coupling agent or silane coupling agent) imparting the electrifying polarity being the same polarity as the toner powder image is contained in the releasing layer of the fixing roller so as to fix the image.
