PROBLEM TO BE SOLVED: To obtain a basic medicine having properties scarcely causing chemical decomposition under acidic pH in an aqueous solution, compared with conditions under neutral or basic pH in the aqueous solution, while the medicine is dissolved in water in the presence of water and chemically decomposed, or its pharmacologically acceptable salt or hydrate thereof or a stable preparation containing the hydrate thereof, and to provide a method for producing those. SOLUTION: The present invention relates to (1) the basic medicine having properties scarcely having chemical decomposition under acidic pH in an aqueous solution, compared with conditions under neutral or basic pH in the aqueous solution, while the medicine is dissolved in water in the presence of water and chemically decomposed and (2) a stabilized medicinal composition containing an anionic polymer not forming a salt in a contact state.
