PROBLEM TO BE SOLVED: To enable to not only ground all electric wires drawn from the outdoor, not to mention being able to confirm that noise current has flowed in equipment, but also discriminate whether or not the noise current which is the cause of the breakdown of the equipment is caused by thunder, static electricity or electromagnetic wave. SOLUTION: At least bipolar electric discharge elements 2, 3 are installed in a discharge tube, and a power source cable of electronic equipment or the like, a communication cable, an antenna line, a telephone wire or a network cable as well as a plurality of earth cables of which line resistances are different are connected to these discharge elements 2, 3, and near-by earth is realized, and excess current is discharged to the earth cable in which the line resistance becomes the minimum.
