PROBLEM TO BE SOLVED: To provide a technology whereby network distribution of data broadcast TS is executed in stations or between stations and carousels can optionally be replaced. SOLUTION: TS receivers 11, 21 receives TSes distributed from other station/its own station, module restoration devices 12, 22 restore data of each module, and carousel reconfiguration apparatuses 13, 23 replace respective replaced modules with part or all of the restored modules to reconfigure the carousels. At the same time, the priority of the modules is calculated from the received TS and the module arrangement of the carousels is controlled on the basis of the priority of the modules. A TS multiplexer 15 multiplexes TSes whose carousels are reconfigured and a transmitter 19 transmits the resulting TS. Thus, it is possible to restore the modules from the received TS, to reconfigure the carousels as required and also to attain the TS distribution with the module priority notified by a distributor.
