A fuel cell (723) is disclosed wherein a high-concentration fuel container (715) is arranged adjacent to a fuel container (713) which supplies a fuel (124) to single cells (101), and a permeation controlling membrane (717) is formed on the boundary between the fuel container (713) and the high-concentration fuel container (715) for controlling permeation of a high-concentration fuel (725) into the fuel (124).
