PURPOSE: A nonaqueous system emulsion cosmetic composition comprising vitamin C(Vit C) and a preparation method thereof are provided, which composition increases oxidation stability of pure vitamin C by double-stabilizing vitamin C using silicon powder and oil, so that skin stimulation can be minimized and skin whitening and skin flexibility can be improved. CONSTITUTION: The nonaqueous system emulsion cosmetic composition comprises 3 to 20 wt.% of pure vitamin C(Vit C), 20 to 60 wt.% of polar solvent, 14 to 30 wt.% of silicon powder and 35 to 50 wt.% of silicon oil, wherein the polar solvent is one or more selected from propylene glycol, dipropylene glycol and 1,3-butylene glycol; the silicon powder comprises one or more selected from dimethicone/vinyl dimethicone crosspolymer, dimethicone/phenyl vinyl dimethicone crosspolymer and PEG-10 dimethicone/vinyl dimethicone crosspolymer; and the silicone oil comprises one or more selected from cyclomethicone and dimethicone. The method for preparing the nonaqueous system emulsion cosmetic composition comprises the steps of: absorbing pure vitamin C into silicon powder using polar solvent except water; and preparing the nonaqueous system emulsion cosmetic formulation from vitamin C absorbed silicon powder using silicon oil.
