PROBLEM TO BE SOLVED: To provide a signal control device capable of properly controlling traffic signals, which reduces congestion and enables vehicles to run smoothly by keeping the number of vehicles present in an inflow link of the adjoining downstream crossroads. SOLUTION: The signal control device 2 decides a signal control parameter of a traffic signal 1 disposed at a target crossroads by using information on forecasting the inflow of vehicles to the target crossroads sent from the signal control device 2 at the adjoining upstream crossroads and information on outflow suppression sent from the signal control device 2 at the adjoining downstream crossroads. By keeping the number of vehicles present at the inflow link of the adjoining downstream crossroads at an appropriate level, occurrence of congestion can be reduced, and the vehicles that have been entered to the inflow link of the target crossroads can be let out to the downstream.
