PROBLEM TO BE SOLVED: To provide a neutral high bulky paper exhibiting a high bulk, less reduction in frictional coefficient and further having a high sizing degree, and a method for producing the same. SOLUTION: This bulking agent is provided by containing a main component of at least 1 kind of a 12-22C straight chain fatty acid monoamide, having 0.3-20μm mean particle diameter of its emulsion particles measured by a laser diffraction scattering method, and having≤20 % standard static frictional coefficient reduction rate. By adding the agent simultaneously with an alkyl ketene dimer sizing agent in the paper and performing neutral papermaking, it is possible to produce the neutral highly bulky paper exhibiting the high bulk and less frictional coefficient reduction, and further having a high sizing degree.
