A stable, nonaqueous liquid tooth whitening composition comprised of an anhydrous peroxide compound dispersed in an orally acceptable mixture of an anhydrous hydrophilic polymer and an adhesion enhancer which composition whe n applied topically to tooth surfaces forms an adherent layer containing the peroxide compound which peroxide compound is thereafter is released from the layer to effect tooth whitening.
