PROBLEM TO BE SOLVED: To provide a control server capable of selecting a proper anchor point when a plurality of paths having a plurality of start points and a plurality of end points exist.

SOLUTION: The control server 20 is provided with: a tentative start point selection section 202 that selects a router existing at a position not causing redundancy to paths from one access router among a plurality of access routers acting like the end points to a plurality of access routers acting like the start points as a tentative start point; an anchor point selection section 203 that selects a router existing at a position not causing redundancy to paths from the selected router as the tentative start point to the plurality of access routers acting like the end points; and an instruction section 204 that instructs the selected router to carry out hand-off processing.
