PROBLEM TO BE SOLVED: To solve the problem that a luminance signal component leaks into a color signal component to cause a cross-color in a luminance signal/color signal separating apparatus using a movement detecting apparatus since a video signal including many oblique components is judged by the movement detecting apparatus to be a moving picture when inputted. SOLUTION: The movement detecting apparatus is provided with a movement detecting circuit which detects movement quantities for each sample of the video signal from differences of the video signal between frames, an oblique correlation detecting circuit which detects a luminance component in an oblique direction by delaying sample points of precedent and following lines behind a video signal between lines by a delay circuit in the oblique direction, a judgment circuit which judges movements by switching a movement judgment level according to the output from the oblique correlation detecting circuit, and a switching circuit which switches an output of inter-line YC separation and an output of inter-frame YC separation according to the movement judgment result of the movement judgment circuit.
