PROBLEM TO BE SOLVED: To provide an underpants type paper diaper causing little leakage. SOLUTION: This underpants type paper diaper has an absorber 10 composed of a top sheet 11, a back sheet 12 and an absorbing core 13 arranged between these sheets, rising cuffs C arranged in both side parts of the absorber 10, a waist opening part WO, a pair of left-right leg opening parts LO, waist expanding members 20F and 20B fixed under the expansion in the peripheral direction to a waist end part, and waist lower part expanding members 21F and 21B fixed under the expansion in the peripheral direction below the waist end part. Here, the rising cuffs C are formed by sticking a pair of rising sheets 40 and 40 and a liquid impermeable or hydrophobic inside rising sheet 40 arranged between these sheets, and are constituted so as to rise by the contracting action of an expanding member by fixing the expanding member 50.
