<P>PROBLEM TO BE SOLVED: To reduce the burden on operators by increasing the efficiency for the operation of managing a set of a plurality of business forms. <P>SOLUTION: At a center A, information on a user who uses a book of receipts is stored in a database 11 in association with the book number of the corresponding book under control of a process terminal 12. When the user provides services to a customer, each time the purpose of use matching each kind of receipt is complete after the receipts are used, images of the business forms are sampled, and based on the images the business form number information and the kind information characteristic of each set of business forms and the images are stored in the database 11 in association with each other. Based on the information stored, a determination is made as to whether or not there are all the books of business forms.
