PROBLEM TO BE SOLVED: To provide a power supply device suppressed in the generation of a rush current, reduced in power consumption by reducing power loss in a circuit to an utmost, and improved in the degree of freedom in mounting a substrate of a circuit element; and to provide a discharge lamp lighting device. SOLUTION: The power supply device comprises a DC power supply 2 that is obtained by full-wave rectifying an AC power supply 1; a boosting chopper circuit 4 that is provided with an inductor L1 having a secondary winding L12 and boosts a voltage of the DC power supply 2; and a rush current suppressing device that comprises a current-limiting means R1 connected between the DC power supply 2 and the boosting chopper circuit 4, a switch means Q1 connected to the current-limiting means R1 in parallel therewith, and a voltage doubler rectifying means 3 that is connected to the secondary winding L12 and drives the switch means Q1.
