CHARGER/DISCHARGER, CHARGING/DISCHARGING METHOD, AND DEVICE FOR EVALUATING CHARACTERISTICS OF SECONDARY BATTERY

PROBLEM TO BE SOLVED: To provide a charger/discharger having a high power utilization efficiency and capable of promoting energy saving, and to provide a charging/discharging method and a device for evaluating the characteristics of a secondary battery. SOLUTION: A two-way step up/down chopper circuit 11 has a pair of input side terminals 17 and a pair of output side terminals 18 capable of connecting secondary batteries, respectively. A control circuit 12 connected with the two-way step up/down chopper circuit 11 is arranged to control the two-way step up/down chopper circuit 11 such that charge/discharge is performed alternately between a secondary battery connected with the input side terminal 17 and a secondary battery connected with the output side terminal 18. A power supply change-over switch 13 can connect an AC power supply 15 with the output side terminal 18. An electric double layer capacitor 14 is provided in parallel with the secondary battery being connected with the input side terminal 17. The secondary battery being connected with the input side terminal 17 has a capacity not lower than two times that of the secondary battery being connected with the output side terminal 18.
