PROBLEM TO BE SOLVED: To prevent the release of evaporating fuel in a fuel tank to the atmosphere by shutting off a fuel passage system as well as an air vent system for the fuel tank at the same time when stopping an engine, and to produce strong and stable negative pressure for operating a negative pressure reactive valve during operating the engine. SOLUTION: In a composite control valve V, negative pressure operation chambers 44, 45 are sectioned between first and second diaphragms 41, 42 opposed to each other in a valve housing 40 and first and second control valves 50, 60 are provided in the valve housing 40 for opening/closing operation with the reciprocating motion of the first and second diaphragms 41, 42 following the generation/disappearance of negative pressure in the negative pressure operation chambers 44, 45. In a flow path via which the negative pressure operation chambers 44, 45 are connected to a crank chamber 1a, a check valve 65 and a throttle hole 68 are mounted in parallel which is opened only during transmitting negative pressure from the chamber 1a and via which the negative pressure operation chambers 44, 45 are always communicated with the crank chamber 1a, respectively. The first control valve 50 is mounted in the air vent system for the fuel tank T and the second control valve 60 is mounted in the fuel passage system between the fuel tank T and a fuel supply portion C of the engine E.
