PROBLEM TO BE SOLVED: To form an earth retaining wall with little dispersion of strength under an existing building even when the existing building is built on the very borderline of a site. SOLUTION: A slab 3 of the lowermost floor and a bottom plate 4 are respectively provided with excavator installation holes 5, 6 lined up, and excavating means insertion holes 8 are provided directly below. In the vertically placed state of an excavating means 26 of an excavator 21, the natural ground 7 is excavated by a cutter bit provided at a cutter chain 28, and the excavating means 26 is rotated onto the adjacent excavating means insertion hole 8 side and held horizontally. In this state, a post 24 is lowered/lifted relative to a support base 23 to excavate the natural ground 7 between the excavating means insertion holes 8. After forming hardenable soil by mixing with a hardener jetted from a nozzle, the excavating means 26 is placed vertically again and pulled out of the excavator installation holes 5, 6 and excavating means insertion hole 8, and wide-flange shape steel is inserted in a hardenable soil portion from the excavator installation holes 5, 6 and core material insertion holes lined up between them, to form the earth retaining wall with a high rigidity core material disposed.
