PROBLEM TO BE SOLVED: To provide a sound insulating floor construction method which effectively exerts the sound insulating properties of a floor finish material, by setting specific relationship between a permanent material stuck to a floor substrate and the surface finish material, and to provide the sound insulating floor per se. SOLUTION: According to the sound insulating floor construction method, the sound insulating floor 1 is formed of the floor substrate 4 arranged on a floor slab 2, the permanent material 5 arranged on the floor substrate, and the sound insulating floor finish material 7 stuck to and borne by the sub-floor. The sound insulating floor finish material having desired properties is borne by the permanent material 5 having a predetermined rigidity value or more. Specifically the rigidity of the material 5 is secured by imparting thereto a surface density of 7.2 kg/m<SP>2</SP>or more.
