PROBLEM TO BE SOLVED: To provide an inexpensive, lightweight in-flight meal hot storage cabinet having an excellent space efficiency capable of maintaining an optimum inside temperature without installing a heat-pump type heating/hot-preserving device. SOLUTION: A flat heating element 10 is composed by punching out a carbon graphite sheet 11 into a predetermined shape, bonding an insulating film 12 on both side surfaces of the sheet for sealing, and bonding the resultant sheet on the back side of a heat radiation plate 15 composed of an aluminum plate. The flat heating element 10 is bonded on the inside of a wall surface of a case 35 to obtain the heating cabinet.
