<p><P>PROBLEM TO BE SOLVED: To provide appropriate compatibility between realization of activation by shortening of exhaust time of un-reacted gas, namely, fast temperature rising of a catalyst, and reduction of exhaust concentration of the un-reacted gas exhausted outside the system in a catalytic reaction heater using catalytic reaction heat. <P>SOLUTION: The catalytic reaction heater is provided with a catalytic reaction part 60 carrying out catalytic reaction of mixed gas of fuel and air to generate heat, a fuel supplying means 30 for supplying the fuel to the catalytic reaction part 60, an air supplying means 40 for supplying the air to the catalytic reaction part 60, an exhaust gas path 80 for exhausting gas after catalytic reaction in the catalytic reaction part 60, and a bypass path 100 bypassing the air from the air supplying means 40 around the catalytic reaction part 60 to join the exhaust gas path 80.
