PROBLEM TO BE SOLVED: To introduce a pre-tension to an anchor in response to the placing pressure of concrete. SOLUTION: A pressure-receiving plate for an earth anchor has a seat board 12 installed to the face of a slope, a hollow pipe 14, which is mounted while being penetrated at the center of the seat board 12 and in which a pedestal 24 is arranged to an upper section, a pressure-resistive flexible bag body 16 surrounding the seat board 12 under a sealed state in the periphery of the hollow pipe 14 and a concrete pouring port 30 opened to a part of the bag body 16. The end section of the anchor 20 is inserted to the hollow pipe 14 under the state in which the seat board 12 is installed, and the end section of the anchor 20 is fixed on the pedestal 24 through a fixture 22.
