PURPOSE: An information recording medium, a recording method of the information recording medium, and an information recording/reproducing device are provided to form pre-marks over more than two tracks formed at the first and second recording layers, respectively, thereby stably reproducing information. CONSTITUTION: An oval-shaped laser spot(33) is radiated at a recording layer at certain time intervals. Pre-marks are formed at the same time with an initialization time. Prior to the oval-shaped laser spot(33) for forming the pre-marks, a laser spot(31) is formed to carry out focus control, track control and recording mark position detecting processes. The pre-marks are previously recorded over more than two tracks formed at the first and second recording layers, respectively.
