PURPOSE: To provide a photo- or photoless-catalyst composition containing titanium dioxide having strong oxidizing power due to light(ultraviolet rays) and chelated iron having consistent reactivity irrespective of the light(ultraviolet rays) in a certain mixing ratio, and wallpaper manufactured using the photo- or photoless-catalyst composition. CONSTITUTION: The photo- or photoless-catalyst composition comprises 3 to 20 wt.% of iron oxide precursor compound; 3 to 5 wt.% of chelating agent; 5 to 25 wt.% of titanium dioxide; 50 to 75 wt.% of SiO2-containing inorganic binder; 0.1 to 5 wt.% of antibacterial and anti-mold agent; and 10 to 30 wt.% of solvent, wherein the iron oxide precursor compound is consisted of ferrous sulfate alone, or ferrous sulfate and one or more selected from zinc oxide, magnesium sulfate and sodium sulfate, wherein the SiO2-containing inorganic binder colloidal silica, wherein the chelating agent is ethylenediaminetetraacetic acid, and wherein the antibacterial and anti-mold agent is one or more selected from 2-pyridinethiol-1-oxide sodium salt, N,N-dimethyl-N-phenylsulfamide, diiodomethyl-p-tolysulfone and derivative compounds thereof.
