Remedies or preventives for pulmonary insufficiency which contain as the active ingredient diaminotrifluoromethylpyridine derivatives represented by the following general formula (I) or its salts are disclosed, wherein X represents CW1R1, -COCOR2, CW1NHCOR2, -C(=W1)W2R3 or -CW1N(R4)R5; and Y represents alkyl, -CW3R6, -COCOR7, -NHCOR7, -C(=W3)W4R8, -(NH)mSO2R9, -(NH)mSO2OR10 or -(NH)mSO2N(R11)R12 (wherein R1, R6 and R9 represent each chain hydrocarbyl, monocyclic hydrocarbyl, polycyclic hydrocarbyl, a monocyclic heterocycle or a polycyclic heterocycle; R2 and R7 represent each alkyl, alkoxy, phenyl or phenoxy; R3, R8 and R10 represent each alkyl, alkenyl, alkynyl, cycloalkyl, phenyl or benzyl; R4, R5, R11 and R12 represent each alkyl; W1, W2, W3 and W4 represent each oxygen or sulfur; and m is 0 or 1).
