The cover is made from two layers of plastic, joined together with invisible seams and shaped to fit over a section of barrier. It can be decorated on one or both sides with publicity messages applied by adhesive transfer or print. It has elastic retaining strips (1) and apertures its vertical edges for barrier section couplings, and a hem (3) round the bottom to give it weight.
