PURPOSE: A device and a method for controlling an action order of multiple external devices, and a computer-readable recording medium recording an action order controlling program are provided to operate micro-robots acted smoothly by controlling the action order of infrared controllers in order to prevent all infrared controllers from outputting light at the same time. CONSTITUTION: A memory(130) stores ID code information assigned to each external device and action priority information among the external devices. A data transceiver(140) transceives data by connecting to the external devices. An action priority determiner(150) determines/stores an action priority among the external devices according to a manager's intention, and permits action of the external device based on the determined action priority if an action permission is requested from each external device. A controller(120) controls operation each component.
