PURPOSE: A time-lapse DVR system and a method comprising a function of remotely alarming an abnormal situation are provided to record an abnormal situation occurring within a monitored section, and to wirelessly transmit a monitored image on the corresponding section to a mobile communication terminal of a manager located in a remote place, so that the manager can recognize the abnormal situation through the terminal. CONSTITUTION: External cameras(C1-C4) include alarm generation signals in external monitoring image video signals, and input/output the external monitoring image video signals by comprising external image alarm sensors. A video decoder(200) decodes the video signals, and outputs the decoded video signals. A wireless terminal unit(104) forms a speech channel with a mobile communication terminal of an outside manager when alarms are generated from the video signals, and transmits an alarm-generated monitoring image screen to the mobile communication terminal. A time-lapse DVR controller(204) performs an alarm recording process for the video signals, and applies monitoring images to the wireless terminal unit(104), so that the monitoring images can be sent to the outside manager.
