PURPOSE: A frequency converting device and an apparatus for driving a plasma display panel by using the same are provided to output various types of frequencies by using only one oscillator without changing the hardware. CONSTITUTION: A frequency converting device includes a frequency converter(130) and a converter controller(150). The frequency converter outputs a plurality of oscillation signal by varying the frequency of reference oscillation signal in response to the applied control value. The converter controller calculates each control value to make the frequencies of the reference oscillation signals the frequencies of a plurality of output signals, and outputs the calculated values to the frequency converter. The frequency converter is provided with a plurality of phase locked loops and a plurality of post dividers. The plurality of phase locked loops primarily changes the frequencies of the reference oscillation signal. And, the plurality of post dividers secondarily changes the reference oscillation signals by dividing the output signals of the phase locked loop.
