PURPOSE: A network device enabling non-security use for guaranteeing a use right of contents and a method thereof are provided to guarantee the proper use right for the contents in the network device setting security upon an initial network constructing stage by offering the use right of a non-security range as a non-security mode in a state that an ownership is not set. CONSTITUTION: An ownership setting judger(241) determines a security and non-security use mode by discriminating ownership registration if a use request message is received from a user. A non-security use range searcher(242) offers a control device user with the use right within the non-security use range by searching the available non-security use range on the non-security use mode if the non-security use mode is determined through the ownership setting discriminator. A non-security use permission judger(243) discriminates that the user is permitted to use the non-security use by analyzing the use request message received from the user.
