FIELD: wind power engineering. ^ SUBSTANCE: invention can be used to produce mechanical or electric energy. According to invention, in rotor containing pair of blades arranged on disk symmetrically relative to its axle of rotation additional pair of blades is used and working surfaces of segments are formed for flow or gas or liquid from point of intersection of both pairs of blades to their ends on periphery of disk.
