FIELD: building industry and materials. ^ SUBSTANCE: invention relates to a new polymeric-bitumen binding agent that can be used for making road coating, bridges, airdromes and other building objects, and to a method for its preparing. Invention provides preparing polymeric-bitumen binding agent in the following ratio of components, wt.-%: bitumen, 54.0-88.0; block-copolymers of butadiene and styrene, 2.0-6.0; product of coal semi-coking, 10.0-40.0; hexamethylenetetramine, 0.1-2.0 above 100%. Thermal resin fraction >2300C in coal semi-coking is used as product of coal semi-coking. Polymeric-bitumen binding agent is prepared by the following procedure. In first a mixture of product in coal semi-coking with block-copolymer of butadiene and styrene is prepared at 800C that is kept for 2 h and heated at stirring up to 1200C. Then bitumen heated to temperature 1100C is added to the prepared mixture and temperature of mixture is elevated to 1600C and stirred at this temperature for 0.5 h.
