The device has a marked seal (5) which supports on a seat (6) of the body of a valve (7). The seal is connected to an axle (4) which is handled with a steering rack having a helical gear (9). The seal folds itself in a profiled core positioned inside the fluid. A joint (11) on the axle provides sealing with the profiled core. The axle is activated by a helical gear (8) connected to a rod.
