PROBLEM TO BE SOLVED: To provide an electrifying roll where uniform electrification performance and leak-resistant performance are made compatible, further which is excellent in the prevention of the soiling of a photoreceptor and electrifying maintainability, and in which the environmental fluctuation of the uniform electrification performance and the leak-resistant performance is small, and in which rubber material excellent in workability is used, and also to provide an image forming apparatus using the same. SOLUTION: In the electrifying roll constituted by successively forming at least a resistance layer on a conductive supporting body, the resistance layer has composition (D) composed by blending 1-30 pts. wt. carbon black of pH≤4.0 and/or 3-100 pts. wt. conductive metallic oxide particles with 100 pts. wt. composition (C) composed of 5-100 pts. wt. synthetic rubber (B) having double bond in a principal chain or a side chain in terms of molecular structure to 100 pts. wt. epichlorohydrine rubber (A) in which an ion conductive agent is not contained.
