PROBLEM TO BE SOLVED: To prevent the communication resetting and disconnection while suppressing the throughput drops of the entire system.

SOLUTION: An ACK generating part 130 generates an ACK/NACK showing whether the data transmitted through a radio channel are normally demodulated. A line quality measuring part 140 measures the line quality of the radio channel from a received AMD-PDU. A WSN determining part 160 determines a WSN suitable for a line state in accordance with the generation state of the ACK/NACK and the measured line quality and outputs the WSN to a status PDU generating part 170. Specifically, the WSN determining part 160 determines the WSN in accordance with, for example, a ratio of recently generated ACK/NACK and a SIR measured value. The status PDU generating part 170 sets the WSN determined by the WSN determining part 160 in a WSN field.
