PROBLEM TO BE SOLVED: To provide a qualification authentication method, by which decryption using identification information stored in a center is prevented and identification information can not be tampered by any person other than a user. SOLUTION: In the qualification authentication system, an authentication side device: records first and second authentication data in advance for each of ID information of a device to be authenticated; reads the first and second authentication data corresponding to the ID information when an access request is received from a specific device to be authenticated and applies a unidirectional conversion function to received first data to be authenticated and the read first authentication data and performs calculation to obtain a calculation result; and compares the calculation result with the read second authentication data and only when a comparison result is coincident, permits access for the specific device to be authenticated and records received first and second data to be authenticated as first and second authentication data to be used for the subsequent authentication corresponding to the ID information of the specific device to be authenticated. Only the first data to be authenticated are sent for the authentication of this time, thereby the second authentication data is prevented from being tampered by a third person.
