PROBLEM TO BE SOLVED: To provide a contents delivery device by which a file or contents data are safely delivered without using an electronic certificate even when the file or the contents data are delivered to an outside company, and the file or the contents data are appropriately delivered to the outside company or an intracompany without separately preparing the file or the contents data by deciding whether the file or the contents data should be delivered to which of the intracompany or the outside company. SOLUTION: A downloading URL is transmitted to electronic mail registered together with the contents data. Then, access from a user's reception terminal 3 or a user's reception terminal 4 is received to decide whether the terminal is connected to which of the outside company or the intracompany by referring to an IP address. In addition, communication with the user's reception terminal 4 connected to an outside company network 6 is encoded.
