PROBLEM TO BE SOLVED: To provide a thick steel plate providing superior bead shape and causing little welding defects at high-efficiency CO<SB>2</SB>welding and MAG welding, and excellent in high-efficiency weldability. SOLUTION: The steel has a composition consisting of, by mass, 0.01 to 0.20% C, 0.25 to 0.8% Si, 0.3 to 2.5% Mn,≤0.03% P,≤0.01% S, 0.01 to 0.15% Al, 0.01 to 0.7% Ti and the balance Fe with inevitable impurities, satisfying Si/10+Ti≥0.08% and further containing, if necessary, one or more kinds among 0.01 to 2% Cu, 0.01 to 4% Ni, 0.01 to 2% Cr, 0.01 to 2% Mo, 0.003 to 0.1% Nb, 0.003 to 0.5% V, 0.0004 to 0.004% B, 0.0001 to 0.006% Ca, 0.0001 to 0.006% Mg and 0.0001 to 0.02% REM.
