PROBLEM TO BE SOLVED: To provide an inexpensive occupant protection device with high reliability, while securing interchangeability with other safety systems. SOLUTION: This device comprises a network 30 capable of transmitting various kinds of information on a vehicle, a first control part 13 having a collision prediction decision means 13A for outputting collision prediction decision information when deciding that the vehicle collides based on driving state information detected by driving state detection means 11 and 12, first occupant protection devices 14 and 15 for protecting the occupant before the actual collision of the vehicle based on the collision prediction decision information from the collision prediction decision means 13A, a second occupant protection device 23 for protecting the occupant at the time of the actual collision of the vehicle or before the actual collision, a collision detection means 21 for outputting collision information when detecting the actual collision of the vehicle, and a second control part 22 for operating the second protection device 23 based on at least either the collision prediction decision information from the first control part 13 or the collision information detected by the collision detection means 13A.
