PROBLEM TO BE SOLVED: To provide a powder coating composition excellent particularly in low-temperature curability and applicable even to a plastic base material having poor heat resistance. SOLUTION: The powder coating composition comprises a compound (A) bearing both at least 1.5 hydroxy groups on the average and at least 1.5 carboxylate groups on the average in one molecule, and a salt (B) formed from a specific tetramethylpyperidine derivative and a fluorine-substituted organic sulfonic acid.
