PROBLEM TO BE SOLVED: To provide a binder which can be opened/closed comparatively easily by manually operating the top of a binding rod of a binder. SOLUTION: This binder comprises a retaining member 16 with a length which allows binding rods 12 and 14 to be installed leaving a space in between and an actuating member 18 locked in a freely movable manner inside the retaining member 16 so as to assure the locking of the binding rods 12 and 14 fastened to the surface of the retaining member 16 to be locked in the retaining member 16. The actuating member 18 has a pair of actuating pieces 30 and 32 which move in the longitudinal direction of the retaining member 16 inside the latter and a pivot 38 formed at butting edges 30a and 30b of the paired actuating pieces 30 and 32. In addition, the actuating member 18 has an opening/closing member 40 which moves the actuating pieces 30 and 32 in the longitudinal direction of the retaining member 16 inside the latter and rotates the paired actuating pieces 30 and 32 at the pivot 38 to change the binding rods 12 and 14 to the "open" position, when the binding rods 12 and 14 are opened.
