PROBLEM TO BE SOLVED: To definitely manage call charges according to forwarding when making an outside through unattended transfer with a key telephone. SOLUTION: A voice recording device 101 with a transfer function judges whether to make an outside call when a telephone 110 gets a call and uses an unattended transfer function. To make an outside call, it captures a telephone line 120. A charge managing system 102 charges the telephone that uses the unattended transfer function after making an outside call.
