PROBLEM TO BE SOLVED: To provide a soil-stabilizing agent, not requiring much labor and expense in operation for preventing run-off and having sufficient water retainability. SOLUTION: The soil-stabilizing agent is obtained by mixing 100 pts. wt. mixture composed of gypsum board waste material powder obtained by pulverizing a board waste material containing gypsum in a desired particle size range and silica sand with 15-40 pts. wt. hemihydrate gypsum and 10-30 pts. wt. clay mineral.
