PROBLEM TO BE SOLVED: To provide an information amount conversion device and an information amount conversion system capable of preventing the degration of data quality caused by a decoding processing, by eliminating the decoding processing in the information amount conversion of encoded data and exactly converting the encoded data into desired information amount. SOLUTION: The device is provided with an adjustment part 4 which calculates adjustment amount indicating the degree of conversion into the information amount recordable on a recording medium 3a in which the encoded data should be recorded by using the information amount of a first piece of audio encoded data and recordable capacity of the recording medium 3a, a discrimination part 5 which discriminates component data whose information amount should be reduced from pieces of component data specified by analyzing constitutional unit of the first piece of audio encoded data and a compression part 6 which replaces the component data whose information amount is discriminated to be reduced with component data whose information amount is reduced and generates a second piece of audio encoded data by multiplying a component data group including the component data after replacement.
